USEPA Releases Guidance Manual for Revised Total Coliform Rule

USEPAAll public water systems in the United States have until April 2016 to comply with the U.S. Environmental Protection Agency's (USEPA) Revised Total Coliform Rule (RTCR). The USEPA recently published the RTCR Assessments and Corrective Actions Guidance Manual to explain the updated rule. The guidance is intended for use by public water system owners and operators regardless of the type of source water used.

The RTCR is a revision of the Total Coliform Rule (TCR) that was published in 1989. The USEPA says the RTCR retains the objectives and the basic monitoring requirements of the TCR, but offers greater public health protection by the addition of new requirements.

RTCR updates include:

  • Health goal and legal limits for total coliforms in drinking water have been replaced with a treatment technique that requires public water systems to conduct an assessment of the system if monitoring results indicate that it might be vulnerable to contamination, and to correct problems identified during assessment.
  • Small ground water systems must meet specific criteria to remain on a reduced monitoring schedule.
  • High risk small systems with unacceptable compliance history are required to increase their monitoring.
  • Seasonal systems such as some campgrounds or state and national parks are required to comply with new requirements to address the additional vulnerability to microbial contamination in these systems due to their operating characteristics.
