Lab Test Results -

Right now the plant is discharging effluent with non-detect ammonia – incredible performance in January, in Montana, in the middle of complicated construction project. The City has reduced the amount of ammonia it discharges into the Yellowstone River by approximately 120 lbs/day, a reduction of over 95% from the previous plant.

Update 09/01/2017 -- Earthwork and structural construction will be taking place throughout this fall, with equipment, electrical and controls work throughout 2018. The project should be completed mid-Winter of 2019.

Geotech drilling

May 8, 2016 - Geotech drilling investigation activities were completed this week at the wastewater treatment facility. The operation went smoothly and we'll be getting samples processed right away in support of the design. A small amount of soils from the drilling are piled under plastic within one of the drying beds at the plant, and we are coordinating with WET for further analysis and proper disposal per DEQ requirements.

Project Description

The City of Livingston’s Wastewater Treatment Plant is located between Bennett St. and the Yellowstone River, just north of the railroad tracks. The facility has been referred to as a WWTP for many years. The proposed upgrades will be a meaningful step forward for the facility, and the system will hereafter be referred to as the Livingston Water Reclamation Facility (WRF), in order to recognize the significant improvements and to better align with current terminology.

inside facilityThe WRF currently treats approximately 800,000 gallons of wastewater per day. The City is pursuing an upgrade to their Wastewater Treatment Plant, in order to comply with forthcoming more stringent discharge regulations for ammonia, and to replace existing, deteriorated treatment equipment so that the City has a facility that will be sufficient for twenty to thirty years into the future. The project is currently in the preliminary design phase, with final design scheduled to last from summer into early 2017.

Construction is tentatively scheduled to begin in the late spring or summer of 2017, with completion in the fall of 2018. The current engineer’s opinion of probable construction cost is $13.4 million, including 20% construction contingency.

The project will significantly improve the quality of the effluent the City discharges to the Yellowstone River. Please note that neither the existing or future treatment facilities are designed to treat solvents or petroleum based oils and greases. These substances can eventually make their way to the Yellowstone River, which is a violation of our discharge permit. The State of Montana and the Environmental Protection Agency have very strict guidelines on what enters the Yellowstone River. Why is the Project Needed?

Due to more stringent discharge requirements for ammonia (nutrients) in the State of Montana, the City of Livingston must upgrade its existing water reclamation facility. Starting in 2013, the City has completed a Facility Plan and Preliminary Engineering Plan as well as recently completed a Nutrient Removal Treatment Process Evaluation study to develop a clear course of action.

In addition, the City is taking the opportunity to be proactive and couple the upgrades with replacement of aging equipment. Together, these improvements will ensure that City meets regulatory requirements and is able to provide reliable treatment for the projected population over the anticipated design life of the upgrades (twenty to thirty years).

What will the Project Entail?

Generally speaking, the project will focus on enhanced process treatment for nutrient removal to meet new State effluent discharge regulations that will be enacted in the near future.

  • Addition of a new process control building
  • Waste activated sludge (WAS) thickening
  • Replacement of anaerobic digester with aerobic digesters
  • Replacement of the standby power generator
  • Addition of 5th biosolids composting unit
  • New electrical feed, transformer, distribution and motor control centers
  • New SCADA system
