AE2S was retained to develop a Master Plan Update with a planning horizon through 2023, with consideration for longer term issues through 2060. The Update was developed with two prioritized plans of independent capital improvements (to address the uncertainties associated with future regulatory developments) that are intended to provide a balance of annual capital expenditures throughout the planning period. However, in both prioritized plans, initial short-term improvements consist of facility optimization projects that may provide the opportunity for the City to delay, re-prioritize, or eliminate subsequently planned capital improvements.
