Wastewater System Engineering Services

Fargo Wastewater Treatment PlantIn recognition of the need for improved planning and on-going specialized engineering assistance, the City of Fargo has retained the team of AE2S and Black & Veatch to provide consulting engineering services to address numerous issues regarding the collection and treatment of wastewater.  The City has enjoyed impressive recent growth and expects that growth to continue.  According to City officials, the rapid growth has placed the City into a reactive position relating to utility services instead of the desired proactive position.  The City felt that previous consulting services were not sufficient to assist the City in moving to a proactive approach and therefore retained AE2S and Black & Veatch to provide engineering services for their wastewater system.

Collection System Inflow and Infiltration (I/I)
AE2S is assisting the City of Fargo in addressing the high amounts of extraneous wastewater entering the wastewater collection system.  This extraneous flow, also known as I/I, is of concern due to the potential of exceeding the collection and/or treatment capacity of the City’s system.  AE2S worked with the City to identify cost effective I/I reduction measures, proactive maintenance programs, and other collection system projects.

15-Year Urban Growth Area Service Issues
Due to consistent rapid growth, the City of Fargo has adopted a 15-Year Urban Growth Area Service Plan.  The plan addresses the requirements that developers must adhere to when developing areas within the 15-Year Growth Area that are not yet served by City provided utility services. 

AE2S is providing planning and engineering services to the City of Fargo to assist in developing strategic plans that address the growth needs of the City and the issues relating to supplying utility services.

New Effluent Discharge Regulations
The City of Fargo has retained AE2S to provide regulatory compliance assessment for its wastewater operations.  AE2S is keeping the City informed of upcoming regulatory programs, compliance schedules, and requirements that apply to Fargo.  In addition, long range regulatory movements are being tracked to ensure the City is kept abreast of regulatory developments.   This ‘eye-on-the-future’ approach allows the City to effectively plan now for future requirements.

Biosolids Treatment and Disposal Options
The City of Fargo currently disposes of wastewater residuals in its sanitary landfill.  Alternative disposal or reuse options are being investigated by the City and AE2S to determine the most cost-effective disposal option for the City.

Facility Master Plan Update
The planning tasks described above, as well as additional planning activities, will be combined to complete an update of the City’s Wastewater Treatment Facility Plan.  The City of Fargo recognized the value of the proactive, comprehensive approach used by AE2S.
