Flooding Problems
During periods of light to heavy rainfall, the City of Rugby, ND experienced problems related to the inability of the existing storm sewer system capacity to adequately transport stormwater runoff to discharge points. This inadequacy caused flooding resulting in property damage, closed streets, public hazards, and reduced aesthetics of the City after a rainfall.
Detailed Study Results in Funding Assistance
AE2S performed a detailed study of the City’s problem areas, the priority of those areas, suggested improvements, and cost estimates entitled the City-Wide Stormwater Management Plan. The City was granted a Federal Hazard Mitigation Grant by the Federal Emergency Management Agency (FEMA) to aid the replacement of portions of the system and for new storm sewer improvements.
Increased Quality of Life
The result of the planning and funding stages identified the priority areas within the funding budget and culminated in the Storm Sewer Improvements – Phase I construction project. Construction of five major 30-inch storm sewer improvements areas increased the underground runoff capacity for the majority of the City. Areas with prior flooding enjoyed the new experience of dry streets for the first time during moderate to heavy rainstorms and snowmelt. An additional benefit of the improvements resulted in lowering the high water table below residential sump pump elevations in low areas of the City.
