Staged Annexation Leads to Increased Growth
The City of Alexandria has an annexation proposal staged in three-year phases from 2006 through 2014. The increase in the population served from the annexation of these areas will have a substantial impact on the water supply, treatment, and distribution systems. In order to ensure an orderly and planned expansion of the water system, Alexandria Light and Power (ALP) retained AE2S to prepare a water supply and distribution master plan. Water supply and distribution will be completed as the first phase of the master planning process, as these systems are directly impacted by the early stages of the annexation. The second phase of the planning process will be the completion of the water treatment master plan, and assembly of a comprehensive water system capital improvements plan, which is scheduled for 2006.
Planning is Key to Successful Implementation
Comprehensive planning is the key to implementing successful water system concepts. Proper planning includes the determination of appropriate planning periods, preparation of population, land use, water demand projections, identification of existing challenges, and an experienced project team with the expertise to develop the right solution to meet present challenges and future system objectives. The comprehensive planning process includes considerations identified from each component of the water system. This approach ensures that individual plans for the water supply, treatment, storage, and distribution systems form an integrated strategy with a system-wide perspective.
Fiscal Savings Through Comprehensive Planning
ALP recognizes the significance and implications of the costs associated with planning, rehabilitating, constructing, operating, and properly maintaining their growing water system in a regulatory-driven and financially competitive environment. Through the master planning process, ALP can develop a prioritized and integrated plan for the entire water system that is fiscally responsible and allows the utility to continually provide customers with high quality water at an economical price. The master plan will also serve as a tool for ALP to respond to the changing regulatory, development, and water demands over the planning periods.
