USEPA Seeks Input on Risk Management Plan Rule Updates

EPAThe U.S. Environmental Protection Agency (USEPA) is offering a chance for governments, small businesses, and not-for-profit organizations to help craft revisions to the current Risk Management Plan (RMP) regulation. USEPA is currently looking for Small Entity Representatives (SERs) to comprise a Small Business Advocacy Review (SBAR) Panel. The Panel will help modify the RMP regulation with a goal of reducing the likelihood of accidental releases of toxic and flammable substances at chemical facilities, and improving emergency response when releases occur. USEPA seeks self-nominations directly from the small entities that may be subject to the rule requirements. Other representatives, such as trade associations that exclusively or at least primarily represent potentially regulated small entities, may also serve as SERs. If you are interested in serving on the panel, you may nominate yourself via this link by July 3, 2015.

This initiative aligns with Executive Order (EO) 13650 entitled "Improving Chemical Facility Safety and Security" that President Barack Obama signed in 2013.

EO 13650 directs the federal government to:

  • Improve operational coordination with State and local partners
  • Enhance federal agency coordination and information sharing
  • Modernize policies, regulations, and standards
  • Work with stakeholders to identify best practices
