2015 MPCA Industrial Stormwater Permit Begins April 5

MPCAThe Minnesota Pollution Control Agency's (MPCA) previous general industrial stormwater permits expire on April 5, 2015. The updated 2015 permit requirements become effective on the same day. The permit affects industry sectors including chemical manufacturing, scrap recycling, and landfills. It applies to businesses where there is a potential for stormwater to come into contact with industrial activities, products, or wastes. The MPCA says the 2015 permit will require all permittees to start quarterly sampling on July 1, 2015. There are no sampling requirements between April 5 and June 30, 2015. 

MPCA says starting on July 1, permittees should begin sampling their stormwater runoff quarterly, or until they get four samples within four separate quarters. Permittees must obtain a minimum of four samples during four separate calendar quarters before averaging the results. Once a facility collects four samples, the averaged results can be compared with the benchmark values. If the averaged results do not exceed those values, sampling is complete for the entire period of the 2015-2020 permit. 

However, if the averaged results exceed the benchmark values of the permit, the facility will need to continue sampling each quarter until four quarters of averaged results are below the benchmark values. More information about the 2015 sampling requirements and guidance will be available on the MPCA's Industrial Stormwater Program website after April 5, 2015.
